Official Complaint by the Women and Mothers of Iran to the International Criminal Court (ICC) in The Hague Regarding the Genocide of Palestinian Children in Gaza by the Israeli Occupation Regime

In the Name of God, the Compassionate, the Merciful

We, the women and mothers of Iran, with hearts burdened by grief and a profound sense of moral duty, submit this formal complaint to the International Criminal Court (ICC). We speak on behalf of the awakened conscience of nations—especially the mothers of the world—who refuse to remain silent in the face of this atrocity.

For over a year, the cries of Gaza’s children, buried beneath the rubble of their homes, have echoed through the conscience of humanity. Yet, the global response has been nothing but silence and inaction.

This complaint is the scream of mothers whose children may not be in Palestine, but whose hearts mourn every child stolen by this genocide.

Section I: The Genocide and Crimes Against Gaza’s Children
Since October 2023, according to verified reports from UNICEF, the Red Cross, and independent observers:
- Over 15,000 children have been killed in Gaza.
- Thousands more have been wounded, orphaned, or permanently disabled.
- Deliberate attacks on schools, hospitals, and shelters.
- Starvation, blockade of medicine, and denial of humanitarian aid as tools of war.

These actions meet the legal definition of genocide under Article II of the Genocide Convention (1948) and constitute war crimes and crimes against humanity under the Rome Statute of the ICC.

Section II: Violations of International Law
The Israeli regime has systematically violated:
1. The Genocide Convention (1948) → Intentional destruction of a people.
2. The Convention on the Rights of the Child (1989) → Murder, displacement, and deprivation of basic rights.
3. Fourth Geneva Convention (1949) → Targeting civilians, hospitals, and safe zones.
4. Rome Statute of the ICC (1998) → War crimes and crimes against humanity.
5. UN Charter & Universal Declaration of Human Rights → Violation of the right to life, dignity, and security.

Section III: Legal Demands of Iranian Women and Mothers
We urge the ICC to:
1. Formally register this complaint as a case of genocide against Palestinian children.
2. Launch an immediate, impartial investigation into the perpetrators.
3. Issue arrest warrants for Israeli political and military leaders (Netanyahu, Gallant, and commanders).
4. Order an immediate ceasefire and end the blockade on Gaza.
5. Ensure reparations for victims, especially orphaned and traumatized children.
6. Refer the case to the UN Security Council for sanctions and accountability.


Final Appeal
We come not with weapons, but with words of truth.
If justice is denied to Gaza’s children today, no child in the world will be safe tomorrow.
Silence by international institutions makes them complicit in these crimes.

We, the Women and Mothers of Iran, vow to pursue this case through all legal, media, and diplomatic means until justice prevails.
